I don't know exacly what "boiling up out of the lifter blocks" means. A lot of oil? Some little bubbles? Anyway, an oil leak there could be the lifter block gaskets. How low of compression? Excessive blowby from a blown piston could be pressurizing the bottom end. Either way, sounds like the top end is coming off, and new lifter block gaskets when that happens.

What year?
What model?
Mileage?
Please explain exactly what boiling out of the lifter blocks means.
Exactly where on the lifter block?

its a 90 ultra, 48,000 miles. at 50 the oil is pushing up and out of the lifter blocks. a lot of oil, you could see it running. soaked the whole right side of bike. and i did check to make sure it wasnt coming from air filter.

Did you check to see if the oil pump is scavenging? What is the level in the tank?
