Chrome can rust. Actually, I think the underlying steel rusts, but either way, you can do a lot of repair with Mother's Chrome Polish.

Used to be the spokes were cad plated ( so said my local hd dealer ), if thats boogered up, no hope for that. Get stainless if he can afford it. My Indian has stainless spokes that were beaded, so they look like they are cad plated but without maintenance issues.
Stock spokes are cad plated, like bolts...and look like crap in short order. Having the wheel re-laced with stainless spokes and nipples will make it look killer, and is not that expensive.
