I have a rubber flap that goes in my bike in that position.

What bike & year ? On my '97 FLSTC that is where the fuse box/circuit breakers are.

Either electical or ignition box. Do you have an aftermarket ignition??? Just take a black plastic bottle that has a flat side that is bigger than the opening, make a template out of cardboard, cut the plastic out and install it. Hope this helps.

I used black plastic to cover mine. just keeps the road snot off the seat!
