You either have a vacuum leak, or the slow speed circuit is faulty. It could be as simple as a plugged low speed jet or perhaps one of the passages is plugged.
I am having pretty much the same problem....I chased around other ignition components and have been looking at the carb too...no luck yet....so far I've just adjusted the AF mixture screw to compensate for the problem but it still just doesn't seem right.
I thought I might have a manifold leak but spraying the area didn't reveal any engine rpm changes.
As far as vacuum leak, are you referring to manifold or to the VOES?
