Yes, it's the neutral light switch. Put the wire back on and the light should work.

Sounds like it is time to pull out the volt meter and start checking for voltage.
You can start at the small wire with a spade connector that connects in the middle/top right side of your starter. See if voltage is getting there (12 v). If no go back to the breaker switch then the starter relay.
Or you could start at your igniton switch and work the other way.
Unlike on automobiles, the neutral switch on your Harley has nothing to do with the starter circuit. Check out the impulse wire to the starter and see if you get power to it when you push the starter button. If not check out the run/stop switch on the handlebars and your circuit working back from the impulse wire until you get power. You can see if it's the starter by running a "jumper" from the positive terminal of the battery to where the impulse wire goes on the starter. Just touch it to the terminal and the starter should turn over. Hope this helps.
