Replacement Mixture Packing Kit...

Can anyone tell me if the spring goes on the mixture needle first, followed by the washer and o-ring?

That is correct. The washer protects the o-ring from getting scored by the spring.

You have it right!! Put a little silicone grease on the o-ring to aid in assembly and it will last longer.
