+1 on the above. You stated you took the carb completely apart. Above the emulsion tube/main jet holder there is a silver piece that the needle goes into. This can be installed upside down and will give you all sorts of trouble. If you look at it carefully you will see that one end is square on the outside and inside. The other end is square on the outside and radiused on the inside, this end must be installed up so that the needle goes into the radius. Perhaps that could be your problem. Have you hooked up the VOES again?? If not you will be running a little retarded and that can also add to your problem.

I would second the above post in reference to the VOES. Lot of threads in VOES discussion about this very issue.
