Get slightly longer fully threaded bolts and reverse them with the heads in the fender. Pass the bolts thru the fender and thread a nut on the outside, feed the remainder of the bolt thru the bag, use a fender washer and bolt on the inside of the bag. To remove the bags for maintence or washing just remove the nuts from the bags leaving the hardware on the bike.
