technically no it does not. The bike ecm will compensate for it. Our bikes run a little lean from factory for emmisons standards and this will make it a little leaner but wont cause any issues. If you add a full exhaust or just slipons and an air cleaner then you will need to tune. Go get the slip on and enjoy the sound!
As the two replies above demonstrate there are differing views on this subject! IMHO the ECM is not there to compensate for changes we make to our bikes, it's only job is to ensure the vehicle meets EPA specs and compensates for changes in altitude, humidity, temperature etc.
While many owners will make mods to their bikes and make no adjustments, that's been so for all the 40+ years I've owned Harleys. Badly tuned Harleys are a fact of life! On the other hand a well tuned one is a source of great joy and riding pleasure.
