if i switch from a s.e. cone filter to a wimmer cone short stack filter
will it have any effect on the fuel/air mixture? they are both paper filters
do i need to make any adjustments?

Any filter that changes the amount of flow in the engine should be tuned for. Will it make a huge difference? Probably not at all if similar styles, but depends on if you want to split hairs. If it were a bigger build, yes, retune.
