Flange gap. Is this the problem?

Flange gap. Is this the problem?
The exhaust when riding just doesn't seem like its right. Some popping on deceleration and the bike performance seems off. Checked the exhaust and found this.
Could that gap be the problem? Bolts are tight but that gap doesn't look right from other bikes I've worked on. Could this be letting some air out and affecting performance so much or is it likely something else? Thanks.
