There are a couple of options. Goodson makes a tool but it cost $280 or thereabouts and for $280, pulling the heads starts to look more attractive.
Then there is the shade tree approach; cheaper but you would have to fab up your own tool like this guy did. This was the intake side, not sure how the exhaust side would go but expect the same box wrench method could be used. Since the closest hole to the exhaust valve is smaller, you would drill the appropriate size hole at the appropriate distance from the center of the box in the same wrench...........same principal as the intake.........just a different size hole, in a different location. It was particularly necessary to put a curve in the "all thread" to get some fore and aft adjustment.
Or, just pull the heads; it isn't that difficult. You could have the heads on, guides seals changed and heads back on in four hours or less depending. If you pull the heads, get a couple of 1/2" PVC couplings and use the short head bolts to keep the cylinders secure so you don't disturb the cylinder base oring.
