Default Is rejetting needed?

I just bought a 2004 Fxd and the previous owner put Screaming Eagle pipes on it. I do not know if they are just slip ons but it is pretty loud. I asked if he had rejetted with the new pipes and he said no. The bike seems like it is very cold blooded and i have to use the enricher for a long time. Even after I can finally take it off alll the way it still coughs sometimes. Could my bike be running lean? I never had a Harley before and not sure if this is normal or not. Any help would be greatly appreciated. I love the bike and can't wait to ride each day!

Air/idle screw out 2 1/2-3 turns.
48 piolt jet, 185 main jet, ought to get you close and make moves from there.

Unfortunately owners are messing with their bikes these days with no idea what they are doing! Your bike while stock has a lean air/fuel ratio, so it can meet emissions regulations. Almost any change to it will mess up the fine balance it had when new. If you have any mods planned to the air filter or exhaust, do them soon, then get your bike to a competent dyno shop. You may be surprised just how well it runs afterwards!
