Not at all uncommon for these to get gummed up, sometimes you just end up replacing them.
If you are just looking for that cool low rpm idle then the only way that can be adjusted is through various tuning software programs or the moco digital tech. However I would not have a twincam idling below 800 rpm due to possible low oil pressure.
