Default Servi-car Frame

I am restoring a '61 servi-car and have a question about the frame. When I stripped it down I notice a cutout underneath on the bottom part of the frame. In doing research I've notice some frames with the same cutout and some without. Just trying to see if it serves a purpose or is the frame damaged?

Is the cutout in the cross piece that runs near the seat post downtube? I had a 68 years ago that had a half moon type cutout, it was definitely factory.
