Default Thoughts on this WL?

It's for sale at a price that on the surface seems fair to me.
My question is regarding the bike itself, not a value.
Based on these pictures, what do those of you in the know think about the bike? It is represented as a 1942.
I'll need to ask him for some numbers off the bike beyond the Canadian stamps on the frame in the pics.
The bike is in the U.S. and has been converted to 12 volt.
Which numbers should I ask for that would help me to determine if I can get it registered in my state with the Bill of Sale he says he will provide?

Nice enough looking bike. The color in the first picture looks pretty good, all the other pictures!??!?!

Things I see that are wrong or not WLA:
  1. Seat (should be brown with side rivets)
  2. Civilian shifter gate
  3. Rubber hose on fuel line!?!??!
  4. No taillight assembly
  5. No mirror
  6. Speedometer is wrong year, not WLA
  7. Foot boards should be metal inserts, not rubber
  8. Missing leather bits (saddle bags, gun holster)
  9. Extra hole on left side of dash?
  10. Light switch for speedo missing
Overall, looks good.

I am no expert but things look off. maybe its the paint scheme? I mean I can tell its been "redone" maybe not 100% correct. Again I am no expert.

Does it have a VIN on the engine? Belly numbers telling you at least the year the engine case was machined?

MTO means Ministry of Transportation Ontario (Canada) which would be an assigned vin making it a special construction bike up here.

I would want to see forging numbers on the frame and the belly numbers to see if they jive to a matching year but with no VIN it would be a surplus engine.

The guy said he’s had it for 10 years and it was painted prior to him getting it.
Also said the Speedo is the original and the numbers stamped into the frame identify it as a Canadian bike.

Canadian sounds like it may be possible with the KM speedo. Not trying to steer you or this down a rabbit hole but there are Japanese knock off Harleys made back in the day.

left side center top of engine case is the tell tale - a WLC is not a money bringer and its the wrong color / or a bell and Howell camera from the 50s it is in canada SOOOOOOOO could be

It’s in the US now.

Ignore the numbers on the frame, no US DMV is going to care about a Canadian stamp on a frame that old.

Get pics of the VIN # and belly numbers. Do the belly's match?

Then some of the casting numbers/symbols from the frame and forks. Frame neck and axel adjusting plates, good place to start.

Quick easy one to look for, does the foot clutch cable mount on the down tube have two bolts or three? 1947 and up frames have a 3 hole mount, '46 and down is two bolt. As presented it should be two bolt. Cannot see in pics, it is behind air cleaner. But ask for that pic for sure.

But you need to start with the VIN on the left side of the cases.
