There iS a Harley 45 solo frame with rear wheel on Craigslist locally kind of thinking of getting it as a project bike to mess with but is it realistically. Find parts etc or a big waste of time and $$$$s what about getting it titled add says no serial # is this legit? Asking price 750 thanks for any insight

There is no serial number on a 45 solo frame. $750 is very cheap for solo frame with no rear wheel. I would guess it has been cut and modified which severly reduces value. 45s are titled from engine vin number only.
