Larry, I don't know if this helps in your particular case but I tried the following.
I opened User CP and 'Pictures and Albums' and this is what I saw. I apparently have only one album.
I clicked 'Edit' in the lower right and this screen displayed
The 'Delete Album' button is at the top. If you hover over a picture, the 'Delete Picture' button is displayed. I deleted a picture and confirmed and the following warming displayed.
I clicked OK and the picture didn't appear to be deleted. I refreshed the screen and the picture was indeed deleted. I didn't attempt to delete the entire album but I assume the same behavior exists.
