I hope I'm not shooting myself in the foot here, but here's what I found out...
I have MSN that I use for email, and I found that if you copy and paste a pic into a blank email, you can click on the picture and it gives you the resizing frame around the pic. You then grab the pic at the corner and drag it in or out to the size you want. Click SEND after you resize it and when it comes in as an email , right click on the resized pic and "save to" on your computer where you want it. You can then reference it when you need it. Fast and easier than a photo editing program.
