Suggest - Regional Groups
Not a suggestion such as run out and do this right now, but, rather, long-term something to think about. That's something to support \\;local groups. One approach might be sub-sites. Charge a fee to set it up and a maintenance fee. Same style as the main site making it clear it's still HDForums.com, but maybe on the right of the bar with the HDForums.com logo have a place they could optionally stick a graphic for the sub-site. You assume the individuals expertise/interest is motorcycles and the culture, not designing web sites. So you have a sub-set of features and a suggested list of forums appropriate for a local group.

I live in the Knoxville area and there's, at least, 1k Harley owners here if not more. Many of those aren't interested in anything at a national or regional level. They might have an interest in road conditions or interesting places to stop while out riding. A rally might be of regional or national interest, but, generally, a benefit run wouldn't be of interest beyond locally. Even many HD dealerships web sites rather suck. So a simple solution to suppliment their web sites with a link to a forum they participate in could likely drive a lot of traffic onto the site. I would think for this site you don't much care what draws a person to the site witin the boundaries of your mission, i.e. supporting Harley enthusists. You might eventually even be able to generate ad revenue from local advertisers.
