I'm revising my post here. I think I have found a solution to at least my issue.
I have been doing some trial and error experimenting. I finally this morning decided to change the Display Mode on my Desk Top to 1280 by 1024 on the True Color setting. I have not had an issue like my original post since making the changes.

Here's what I have done. On my IE browser: Tools, Internet Options, Security, Restriced Sites - I added http://ad.trafficmp.com/a/js?plid=15524 as restricted and so far I haven't had the problem again.
I am also having an issue with this website. Sometimes they open and sometimes they don't. I didn't say anything cuz I figured it was an issue with my computer but I just ran into this thread so it looks like others are having the same issue. I did all the suggestion mentioned but it hasn't seemed to help.
