Yup this is from mobile theme I don't see anywhere to select or deselect Sig so I'm assuming as PP stated I think the default is no Sig and not ring able to select is a function of mobile

If you edit one of your post that was sent from phone I bet you could select Sig from there. This would tell us it's designed that way

Ok went Edit /Advanced ( from PC) and the Sig box is deselected just as I thought . Disable smilies is also not checked.

ok, gotchya. The mobile app has preselected certain options, and one being no sig pic. OK, that's a good find. Thanks for looking at that, much appreciated.
