That question does not seem to make sense my friend.
You want to resize a picture then d/l it. If u do not have the PIX, then u can't resize it.
If you DO have it, then u do not need to d/l it.
Oh, did u mean UPload? Many times ppl screw up upload and download.
If u r SENDING the PIX, then u r UPloading it.
If the PIX is on an internet site and u want it in YOUR computer, then u DOWNload it.
So is the question, you HAVE the PIX and u want to send it to ANOTHER computer but the PIX is too large?

Get the PAINT.net free download.
Open the image with PAINT.NET
Left click IMAGE
Left click RESIZE
Choose the numbers for absolute size or percentage
Left click OK
Rename & Save the resized image
Ready!
Open the image with PAINT.NET
