Any reason why I can't view any of the treads in the DIY Help Forum? 
I can access the stickies, and I can see in the index that there are threads in the categories, but when I enter each subcategory...all I see is the list of stickies, and that's it. Is this a special subscription area?

Depending on your settings, threads will be or will not be shown.
In order to see them all, here's a tutorial on "how to"....
Go to the desired forum(s), like Other Countries
Now scroll down and you'll find a grey bar called "Display Options"
Choose the options you like in the check boxes
Left click "Show Threads"
