Once you get the bolt out you could put a stud in there with some blue loctite and use a nut to hold the battery tray on. That way if you have to take it off you have access to the nut and can squirt some oil etc on it from time to time to keep it from seizing up.

How hard should I hit center punch........just enough to make a dent for drill bit?
Or should I actually create a hole?

No A1 oil will not work well, you need a penetrating type oil as stated above.
