Question Locking side stand
What year did Harley first use the locking side/kick stand?

Good question! I would guess the 60s, possibly 50s.

My understanding is it was originally designed by California Highway Patrol and fitted to their Harleys. In the 70s when some US Police went to Moto Guzzis they were fitted to them. I also recall seeing them on Police Kawasakis. It will be interesting to see if we can get to the bottom of this!
