Default Can't Separate Upper and Lower Forks

I'm putting chromed lower forks on my 2006 Road Glide. I have the forks off the bike and have removed the retainer clip from on top of the seal. I have tried the slide hammer action to separate the upper and lower fork and that didn't work. I suspended the fork from a vice and used a 2X4 and sledge hammer to try and drive it off. It won't budge. I tried prying the seal out but can't dig into it with an awl or sharp screw driver.
Am I missing something that is holding the upper and lower forks together?

Default They do get stuck sometimes!

If you have removned the bolt from the bottom of the lower forks that hold the damper to the lower legs and the seal retaining clip the lower fork tube will slide off. The seal sometimes will hold on but it should just come off with a little slide action.

Thanks Tom. I forgot to remove the screw from the bottom of the fork. Good lord, I think Harley tack welded those things in place. I had to drill one of them out.

The Allen wrench rounded the nut out so I tried an extractor but that couldn't get enough bite so I just drilled the head out.

A decent rap on the bolt with hammer does the trick. Uh....right out of the service manual.
