It's just for looks. Crotch rocket guys have been rocking them for awhile now it seems. They are referred sometimes as Demon Eye, Angel Halo lights. Don't know if they are illegal or not in different states. Some would argue that they would have to stop anyone with an LED or HID bulb(s) that have that nice blue tint to them.
The blue dot I think you guys are thinking is the blue dot for tail lights. Problem with them was they make the brake lights purple instead of red. Which to my knowledge are illegal every state because brake lights have to be red.

Thats what I needed to know Because the blue dot doesnt seem to do anything to the light,still looks white to me.Some HID guys have gotten off the tickets because the law says the light has to be WHITE which it clearly is,it just appears to be blue. Same with the blue dot on tail light, the light is clearly a red light,just appears purple.Law says it just has to be red,not what it appears. Fine line I know.
