Great question, one of which I have thought about as the fall temps start to arrive each year. Was looking at a set today and no one at the dealership could answer the question that you ask.
I used it the other morning without a jacket in about mid 40s temps. The arms worked pretty well, but the core didn't. I could feel the heat a bit, but not much. Threw a jacket on overtop and all is well.
Just got the Gerbings setup (gloves, liner, two-way controller). Pretty pricey. I'm going to be experimenting with it over the next couple of weeks to see how it works.

Dang, must have screwed up twice this weekend .. wore our Tour Master heated liners without outer jackets both Saturday and Sunday and stayed nice and warm. We'll know better next time now that I've read the knowledge imparted here within

Sorry you don't want to hear this, but it's absolutely the truth. Why risk ruining it? That stuff is damn expensive. My wife bought me the Harley version (Gerbings, but an extra $40 for the Harley logo, the wifey didn't know any better). The instructions with my liner said do not wear it exposed to the wind.
