Mine gave me my sissy bar with the pad and even powder coated it...but know that I think about it, he may have given it to me BEFORE the survey. I don't remember...I've slept since then.
When I bought my '10, at delivery I was told in advance that there would be a dealer survey and that if anything came up where I felt that I felt I couldn't give them a perfect score by the time the survey came in, the dealer wanted to know what my concerns were so they could take care of them so they could earn that perfect score.
I was then told that if they earned that perfect score and I filled out the survey accordingly and brought it by, they would give me a battery tender, which they had pre-wired before delivery.
For 4 months following the purchase, I got something from HD/the Dealer at least every month including, a hard covered "History of HD" book, the survey, HOG membership (including the cards maps etc that goes with it), a personalized plaque, follow-up phone call, a $250 cash coupon from dealer, welcoming letters, a hard copy parts catalogue. It was really quite an impressive follow-up effort. "Yeah", I gave em a 10.
I would give nothing, even if it helped the sales guy. Don't know why they have sales people. Harlerys sell them selves, when I walk into a store, and look at bikes, I already know all about the bikes I'm looking at. Never met a salesmen that knew as much or more than me. 95% of the time they can't answer my questions.
