I can somehow temporarily (read FREE) relocate the license plate for this one weekend trip to make room for the bag on the fender until I can do something else. Would need ideas on how I would do that.

Just remove the plate and bungee it to the back of your bag where it is visible.
Softbrake's tag relocate, pull the fender and install. Two hours max. Key is you'll need their tombstone fixture and LED tag frame to do it correctly. HD offers the luggage rack ext from the P pad. With the sissy bar you'll have more than enough to carry all.
first of all, i had that same sissy bar on an 08 crossbones. the wife hated it. she was leaned back too far and very uncomforable. secondly, do not put a towel under a bag and let it sit on the fender. i made that mistake and it messed up my paint. the layback lic plate is a great idea just because it looks better on the bike and i would replace the sissy bar with a detachable one twith a luggage rack. this way when youre touring your have a functional sissy bar and luggage rack and the gf or ol is comfy. and when youre risding solo take it off and the bike looks good as well. i know youre trying to not spend a lot of money but doing it right saves money in the long run...JMO
Just an update. Went ahead and bought the 14" pillion, standard upright sissy bar, big ole pad, and luggage rack to the tune of $692 bucks. Almost threw up typing that.
Kind of looks like crap but it is functional for long trips for sure. Wife likes it a lot better.
Definitely coming off for cruising around town. Next I guess I'll get a fender bib so I'll have the solo setup as well.
