I have a Kuryakyn handlebar power port on my smaller bike and have one of these to plug into it if need be.

Your ground at the forks sounds fine for a low current USB charger. I wouldn't use the power line going to the headlight though. If for whatever reason your USB charger fails it could take out the headlight's fuse at the most inopportune time. Run an independent wire to the battery's positive terminal with a 5 amp fuse near the terminal.

No. As far as I know without looking up the diagrams, the forks are not directly grounded to the frame. The frame is directly grounded to the battery. So current is going to flow through the steering neck bearings back to the frame. It's not a large amount, so most likely won't cause any noticeable problems. But it's not good for them and might result in some connectivity issues for your charger as well.
