I bought a salvage bike with the neck tweaked the same way. Took $1,200 on a special 5 axis motorcycle frame rack to fix. Only guy in the country is FrameStraight.com in Knoxville just north of The Dragon.

I can't justify spending that much money on a frame for a bike with a reconstructed title. If it wasn't already a reconstructed title, $1200 might be worth it. I would buy a used straight frame first.
I could probably cut this frame apart and build a new one with the parts.

Frame looks bent from the pics you posted with the string but a mechanic is the only one that can tell you for sure..
Have you tried to ride the bike yet, how does it ride under power?

Here is a similar picture of my Dyna when I was adjusting the spokes to center the wheel on the backbone. Looking at your picture, it appears something is definitely wrong. The swing-arm and rear wheel on Dynas are not part of the frame but instead are part of the transmission/engine assembly, that is why the rear portion of frame looks so twisted. The rear fender should have been just about rubbing on the rear wheel and looked ridiculous to any "Mechanic" Do you have a picture from behind when the bike was assembled?

Personally, I would talk to an attorney. It would be worth the $350.00 or so for an hour of advise.

I'm not a frame expert but it would appear that your frame is bent right where the seat and fuel tank meet.

You see the difference in the gap between the center beam and that triangle piece to the rear of back cylinder, the one with the 4 torx bolts.
It looks like there might even be a twist in it.
Notice how the top beam is lined up perfectly with the rear wheel? That appears straight from the neck on back.

This pic the top of neck is pretty straight and the bottom is pushed to the left. The pics from the rear appear some what normal because the top of the neck is close to normal. From the front the neck is twisted the front end was probally rolled under and replaced. The money spent on lawyers could go a long way on fixing the bike with a guaranteed outcome.
I'm assuming by your screen name this is a FXD the bike already had a branded title so get a used frame. Make sure you get paper on everything take it to the DMV and have the title corrected.

Buying a used frame would have a different vin and title.
