In spite of your remark to me, (which didn't want me to help you). why not get clear plexiglass/Lucite type of material, tint it black so you can still see thru it and mount your Leds/neon right behind them, perhaps cutting out the section of the bag to run wires and run them off the taillights. when off it will blend in with the bad, and when on will have the colored glow from behind. You could also put initials in the plexiglass so when lights are on the letters will stay black and be accented

Those bags go nice with the bike, since you need to paint the bags anyway to match the bike, I'd fill the indentions and paint the bags to match the bike. If that's not your style but you have some money, why non pay a machinist to custom machine something out of stainless, polish it and inlay the lights of your choice wired inward to the inside of the bags.
