I have a 1200C Sportster and I don't think it's top heavy at all. It's a blast to ride and I often find myself taking it out on shorter rides and leaving the Road King behind.
My wife (new rider) rides it also. The only problem she had was learning to use the clutch differently than what she was taught at the MSF course, as she was on a 250 Kawasaki there.
If you want, get a used 500 cc or so metric bike. Ride it for awhile and then trade up to a HD. If you buy a new or expensive metric, be prepared to take it in the shorts when you sell it.
