Great of you to take interest in starting a youth out riding safely. Although the MSF courses are great as well I don't know how the DMV takes at face value that a passing grade from a two day course makes a person ready for the road.

That's why the first word in the course title is: BASIC. The course is only designed to get a person some practical experience by riding in a parking lot. There are other courses that can help a new rider gain even more skills. BRC2 & ARC are 2 of them. (Don't be scared of the ARC, even though the first word in that course title is:ADVANCED.) It isn't that advanced.
A course that is more advanced would be Bike Bonding (BB) or Ultimate Bike Bonding (UBB).
The more you know, the better it gets...
Giving a first time rider who doesn't even have their permit a Road King doesn't sound like the safest thing in the world. Something tells me that it wasn't the only thing that was learned that will jeopardize the rider's safety in the near future.
