Default Fork Tube Length?

Ok so here's what I have going on. I have a wide front end on my 1999 fxds and a 16" tire. Here's my question what length tubes should I be running to keep the front end at stock ride height? I don't know what I currently have but I'll be pulling it all apart in the next week or so for a seal change and to get the height back up to where it should be. The person who modified the front end either put in some slammer front springs or short tubes and springs. I have almost zero travel when I get on the bike. I was thinking because of the smaller tire than stock I would have to run longer tubes but I don't know and that's why I'm asking here. I've decided I'm going to do all the work I can to this bike and only take it somewhere for things I can't handle. Also is there any special tools needed to do the seals? Thanks

Do you guys need more information to answer my question or is it something that I'll just have to figure out myself? I'm not trying to be pushy, I'm just trying to get some ducks in a row that's all.
