Yes. We've got a 2001 RKC, a 2002 Fat Boy and a 2005 Deluxe. They all needed them.
The only bikes I'm aware of that don't are the newer touring models. I may be off, but I'm thinking 2014 and up. Had a 2014 SG that did not need it. Someone please correct this if I'm mistaken.

On my Blackline, I put Custom Dynamics's run-stop-turn LED lights on it and was given a load equalizer wire. I asked what would happen if I didn't install it...I hate wiring. They said the dash light would flash fast but the light itself would flash at the normal speed. So I didn't install it.
