What Insurance company allows someone without a motorcycle endorsement to get insurance, and you can't get the plate unless you have insurance....at least here in Michigan...
Just got my endorsement last week. In Montana you take the written test and get a permit. You are supposed to have another rider 18 or over within sight when riding but it was mostly on my own. When I felt comfortable enough to take the riding skills test I went and did it, mostly for insurance purposes. If I had been fully covered riding on the permit I may have never gotten the endorsement.
Also most states you can get a permit just by taking a written test so you can practice for your road test.
True, but in most of those states, that permit does NOT allow you to just go ride. You have to have somebody riding with you (another bike, following in a car...whatever) that is 18 or over AND has a valid Motorcycle license.
The stealer will let a bike go without the rider having his/her endorsement.I think that is irresponsible, but it seems to be a pretty widespread policy these days.
When I was working for Honda/Triumph/BSA many years ago, we wouldn't let anyone take delivery of their bike without an endorsement, or at the very least a permit.If a new rider really had trouble, they'd call one of us mechanics from the shop and we'd give 'em 30 or 40 minutes of training if they wanted... A few would refuse, but most newbies werevery grateful to get a little OJT.
When I bought my bike it was either permit or endorsment and proof of insurance, but if you brought a trailer they would help you load it up no questions asked, go figure.
I am a new rider in NY where after a short written test you are issues a permit which allows you to ride in traffic as long as a valid motorcycle license holder is within 1/4 mile. To pass the road test I was required to perform two left hand circles, two right hand circles, two figure eights and then with the DMV rep following in a car you had to drive in traffic for what amounts to two trips around the block.

Foremost, I didn't have my endorsement when I bought the bike,it had lapsed years before. The dealer would not let me drive it off the lot with out it, so a friend with one drove it down the street. I then just went and took the written and driving test blew right through it like I never stoped riding.
I think a lot of new riders may have never driven a standard transmission so they are learning to ride and trying to learn and remember how to work the clutch and shift, could cause a little mental overload.
In WA state they've just passed a law where if you are pulled over and have no endorsement they'll impound your bike.
Of course they claim this is in the interest of public safety..........
