If it were me I would check the easy stuff first, which it's sounds like he did. Has your husband ever changed the brake fluid in his own? Every 2 years brake fluid "should" be changed, but, the dealer needs to activate the and block to get the remaining air out.
Triumph recently had a problem with spongy brakes because air was getting caught in the and block but they designed a system that allows the brakes to still work in case of failure. Harleys just stops working... Not the best idea, but probably saved a few dollars in production and design for them.
You say stealership a lot, do you really even like Harleys? I hear Honda makes a decent bike.

I have a streetglide that I love but the stealership here is just that. Got my SG and two weeks later a knock in engine and they tried to tell me normal for an hd. two years later HD Canada takes a look and funny how they found nothing within spec on it but I was told day before it was all within spec. Dealerships are sketchy at best and the ones near me do not have a good name for doing anything. I have heard of people waiting hours for a booked appointment for an oil change. Just brutal.
Its not the money its the safety factor and no forewarning in the electronic system.

Is the front brake working? 70-80% of stopping power on motorcycles should be with the front brakes...just sayin'.

I get that but right now we still have gravel on sides. Not swept after winter yet.
But if his back brakes have failed completely I certainly do not want him chancing it with only front or a possibility of front only. We have really stupid drivers here in Canada. They pull out in front of transports and I dont mean to cross lanes they pull out in same lane as a loaded transport and become pancakes due to stupidity
That's exactly what happened when my 10SG abs failed, hard lever on front brakes on mine. It's been a few years now but it cost me about $600 to fix the modulator.

Find a good local Indy that you trust. I go to the dealer for one reason... They sell yamahas too, and mikuni jets. Other than that, nothing. Ok maybe some warranty work on the yamaha but that's it.
A good local independent mechanic won't steer you wrong and will save you a few bucks if he's a good one. I consider my Indy a friend and he's helped me get the bike going the day of a run. He's a really good dude. Find yourself a good one.
