It never really gets muggy here. I am close to the beach, and it's low 70's with a cool breeze right now. If you travel east the temperature goes up drastically, but the humidity drops as well.
Perhaps he meant from Ventura down to San Diego. We are having a bit of "June Gloom" with overcast and cool conditions from the beach to a few miles inland. It is really hot everywhere else.
