The poster certainly appears to have done their homework on the bike and know what the values are so why the $17K price tag?
Before I pulled the trigger I would want to see before and after pictures and all receipts related to the repair.
This could be a nice deal, but are you willing to risk $17K on it?

I'd consider a salvage on a fully depreciated bike and well below the lowest book value. There are lots of flippers on the cl so chances of that are low.
Buying a salvage isn't the problem - selling it is.
