It's a custom bike build, it is no more or less sanctioned than any other custom built motorcycle.
The OP questioned if this was a new Harley model...not sanctioned by Harley simply means it is not a demo heading to production as Harley has nothing to do with the build. It is kinda cool though and would like to see the finished product.

They could resurrect the FXR almost overnight, if they wanted. Hell, the baggers have had a stretched FXR frame for over 30 years. I never bought "manufacturing cost" excuse for killing the FXR. It was done for nothing but looks, 'cos the HD faithful howled that it didn't look like a Harley.
Kinda hate to burst you guys bubble but, the new Softail line blows the FXR chassis away. FXRs were/are great but, they can’t compare with the new bikes. And no, I won’t trade my FXRT in for one. Sill doesn’t change the fact that the new Softail and 107/114 is a better machine.

Maybe I misunderstood. I thought this might be a factory unit. That looks like a shop is building it. Possibly for promotional purposes or a customer?

You are welcome to your opinion. I don't care for the new Softail styling nor do I want a bike that weighs over 100 lbs more than a FXR.....
