Didn't Harley get away with racing 1250cc bikes in the 600cc class before when they had Buell? Maybe they can do that for flat track lol.

If Harley wants to do it right they are going to have to build a dedicated race bike themselves and not have secondary company put together a warmed over street bike. This current situation is a joke and needs to be recitified pronto. Unfortunately the way racing goes it probably can't be done and working until 2020 even if they start Monday morning. I really wanted to go to that race but i had another commitment. I guess I would have been very disappointed. Maybe in the meantime they could tweak the XR again but unfortunately it is pre-tractor technology which lasted much longer than it ever should have.
