Leak in valve

Leak in valve
Got new ultima alloy wheels but find out I have a leak in the base of stem. Sprayed some soapy water and it bubbles. Stem doesnt have a nut to hold it on but looks like a round base that just spins. Anyone know if it can be tightened or do I need to have the tire pulled off and tightened from the inside.

Its got to have a way to tighten stem up,probably from the inside. You need to have tire pulled to examine. Of course you could always call the manufacturer of rim and ask them.
