The idea is stupid and the appearance is even stupider. Except for those of us that recognize, and use, the ability of our horns to help make ourselves be seen by other drivers. Of course this does seem pretty stupid, and ineffectual, if someone waits until the stuff is about to hit the fan and expects the sound of a horn to be helpful.
