Default 1999 Custom Paint Program

I have a 1999 FLSTF that I believe was part of the program. I can't find much information on this. It was painted "Sea Foam Metallic / Birch White". I have seen references that these were limited editions, but no informative reading about them. I have found some documentation of the paint schemes, and an article https://www.cycleworld.com/harley-da...from-archives/. Is there anyone that can enlighten me on this topic.

I might be wrong, though, maybe someone with more knowledge will have more information.

You are right about the non-stock parts. It has very many changes external, and internal. My gut feeling, is that it was put back to the original color. Never the less I would like to know about the program.

The way I remember, most years at least back to 1991 offered 2 custom colors. The premise was that the particular color scheme would be one-off, not to be repeated so your bike would be more unique. I don't think it was a whole lot more money, but I think they were probably limited, like only one or two per model per dealer, and not always available on all models either. I can't verify this. Note, this was completely separate from Harley's custom paint program that let you order painted tins from the factory at great expense.
The first two years that I bought a new bike the colors didn't appeal to me. This was 1991 and 2007. When I bought my '19 this year I once again selected a standard color. It looks like the scorched orange and black was one of the custom colors, but I don't think you could get it on the Heritage. It looks like this combo was popular enough that they introduced it to several models in the 2020 lineup.
You might be able to google something on this for your year of interest.

Definitely a custom color for the ‘99 model year. Not sure that I have any more info for you other to echo what was said earlier about yours not being the original scheme. I’ve attached a couple of my FXDWG to show original paint job and Harley script. The dark pinstripe is like a burgundy color...

The post got me researching my 1998 FXSTC paint scheme. I had been unable to find out anything about the paint scheme. The tank has 44/100 on it. Finally, someone reposted a Cycle World article that discussed the new "Radical Custom Paint" program. It mentions that an unnamed supplier would do the paint. I don't know how many years HD offered this option. It was a $2500 option! Now I know.
