Doesn't sound to me like he was in trouble, and even if he was he was probably on with RoadAmerica. Don't worry about it.
It would have been better for everyone if he had thumbs up or down, but did anyone in the group beep a horn and give HIM the thumbs up or down? Maybe he was a new rider and had no clue, but if he saw everyone go by and made no attempt to make contct with your group, then I agree that he was probably okay. Assuming (you know where that gets you) that just because the dude had a cell phone he's okay, is not a quantum leap. How many times have you been in an area where your particular carrier has zero service, but the guy next to you has 3-4 bars? Dead battery? Happens to all of us.
Not criticizing anyone's opinion, but a quick stop to ask, honk on the horn to get his attention if he really did need something takes no time at all. But again, if he didn't motion to anyone going by with a thumbs down, or his hands and shoulders in the WTF? position, he was probably okay. Don't lose any sleep over it.
My thoughts, I wouldn't worry about it. But on the other hand, I have stopped to do the same ( smoke and check in with the wife). But, what I do is to pull in somewhere and get some shade and a drink. Which might be the moral of this story. Get off the road, therefore this won't happen and the less chance of getting hit while being distracted while talking on a cell phone.
I think you should turn in your license, sign over your title and ship the bike to me. I can't believe you didn't stop..........and if the guy was riding a harley you should really feel guilty
