Probably a vent. My old Milwaukee Leather opened up like that to expose ventilated mesh underneath.

In that time MSRP was little over 500. Like 1000 today i guess.

And BTW it is not missing a buttons. Definitely the holes are from pins.

PlasmaNaut You SOB! you found it just like that! cool thanks for the response guys. maybe ill keep it for another 10years...or ill pass it to a random stranger. also I like that worn-out look. it was that zipper arrangement that had me curious but I know now its probably 90s era which i like!
