"Towing" a bike (trust me on this) is not safe for many reasons and IF your battery is fully charged your bike can e started with a push.
If the battery is completely dead that is true. I push started mine when there was just enough juice to run the fuel pump but not enough to crank it over.
I stopped to help a guy push start his when the starter clutch failed. He had battery, but the starter wouldn't engage. Him and his buddy actually pushed me on his bike because he wasn't sure how to do it. I had his security fob in my shirt pocket (we found out that was an important part of it).
He was pretty happy when it fired up.
The last time I push started a bike it was my points ironhead. My girlfriend did the pushing. Surprisingly, it doesn't take much to get one started. Good thing for her, ha ha.
